Proof of performance: Delfluent
The Netherlands’ first public/private partnership in the field of water purification has been developed in the Den Hague region. The design, construction, financing, operation and maintenance of the water purification plants has been outsourced to private parties. Rabobank International has helped arrange the financing.

Deal characteristics
- A financial package of EUR 362.5 million in loans
- Guarantee from the European Investment Bank (EUR 132.5 million)
- Hedging of the interest risk during the tender phase
- Equity totalling EUR 43 million, divided across the consortium participants
Deal in a nutshell
The existing water purification plant near Houtrust required renovation and an entirely new plant needed to be constructed in the Harnasch polder, between Rotterdam and The Hague, in order to guarantee a high-quality water purification operation for the future. The issue was, how to guarantee purified water at the lowest possible price?
It was decided to outsource the design, construction, financing, operation and maintenance to a consortium
